Plastic is an enormous source of waste along with the cardboard. |

| Mayor Antonio Villaraigosa unveiled a far-reaching water conservation plan Thursday that would sharply increase wastewater recycling and force Los Angeles residents to turn off their garden hoses during the day. The plan could cost up to $2 billion over 20 years. It comes as Los Angeles tries to meet a projected 15 percent increase in water demand by 2030. |
